Check the thermostat and timer

Try bleeding the radiator
Use a radiator key (or a flat-head screwdriver for modern valves) on the small valve at the top corner. Turn slightly counterclockwise. When water spits out, close it. Hold a cloth underneath.

One radiator is cold and the rest are hot. What does that mean?
Air trapped at the top of that radiator, or its valve not opening. If the radiator is hot at the bottom and cold at the top, it is air and bleeding it usually fixes it. If it is cold all over while the others are fine, the valve is the more likely culprit.
How do I bleed a radiator?
Turn the heating off and let it cool. Put a cloth and a small container under the bleed screw at the top corner, open it a quarter turn with a bleed key, wait for the hiss to become a dribble of water, then close it. Check the system pressure afterwards, because bleeding lowers it.
Every radiator is cold. Where do I start?
With the boiler or the heat source rather than the radiators. Check that it is powered and not showing a fault, and on a sealed system check the pressure gauge, since a system that has lost pressure will stop heating. In a building with collective heating, the answer may simply be that the heating is not running yet, which the syndic decides.
