Is it the whole flat or just one tap?

That is the question that decides everything. One weak outlet means a blocked aerator, a scaled shower head or a partly closed isolating valve at that fixture. Low pressure everywhere points at the supply into the flat, or at the building riser.

How do I clean an aerator?

Unscrew the small mesh fitting at the end of the spout, usually by hand or with a cloth for grip, rinse the debris out and soak it in white vinegar for an hour to dissolve the scale, then refit it. In Paris this alone restores a surprising number of taps described as broken.

Pressure is weak only on hot water. Why?

That usually points at the water heater rather than the supply: a scaled outlet, a partly closed valve on the tank, or sediment restricting flow. Since cold is unaffected, the incoming supply to the flat is fine.

I am on the top floor. Is low pressure just normal?

Partly. A flat at the top of a long riser in a building without a booster pump genuinely receives less pressure than the lower floors, and no work inside the flat changes that. What can be fixed is everything added on top of it: scaled heads and aerators, restricted valves and furred pipework.

The pressure dropped suddenly. Should I worry?

A sudden drop is worth investigating, unlike a gradual one. It can follow work on the building's supply, a valve knocked partly shut, or a leak somewhere on the run. Close every outlet and watch the water meter: if it still moves, water is escaping and that should be looked at promptly.
